In January of 1942, the U.S. met with the other Allied powers (now also including the USSR) to jointly pledge to commit their resources toward the shared goal of defeating the Axis powers (Germany, Italy and Japan). They therefore agree to this North Atlantic Treaty : Article 1. Hitler had turned east, hoping to devastate Stalin’s Soviet Union. The Charter repeated the historic U.S. support for absolute freedom of the seas.Several of its clauses also touched on democratic self-determination, including insistence that territorial changes be contingent on the “freely expressed wishes of the peoples concerned,” that sovereign rights be restored to victims of aggression, and that all peoples have the liberty to choose their own form of government. Barely 300 words long, it would shape the course of the twentieth century.The leaders met at a time of extraordinary peril.

)Some historians dismiss the Atlantic Charter as a rhetorical flourish—a press release, in effect—devoid of practical import. FDR expressed confidence that the Charter would take its place beside the Magna Carta and Wilson’s Fourteen Points as “a step toward a better life for the people of the world.” Indeed, following U.S. entry into the war, the Charter became a statement of allied war aims. Such a restriction is belied by the preambulatory reference to the Charter as the basis of the new Anglo American treaty on January 29, 1942, and its obvious applicability to Central and Eastern Europe and the Balkans. The Atlantic Charter set a framework and a set of principles that the powers of the Atlantic, by and large, adhered to. This agreement, in which the goals of the Atlantic Charter became part of the Allied agenda, was known as the Declaration by the United Nations.

The Atlantic Charter was a joint declaration issued during World War II (1939-45) by the United States and Great Britain that set out a vision for the postwar world.

This was the Atlantic Charter itself, and it established an agenda of preventing global war through free trade, mutual disarmament, increased sovereignty amongst colonial nations, the reduction of imperial aggression, and perhaps most importantly, the creation of a global system of collective security.

It was not a legally binding document of any sort, merely an articulation of America and Britain's shared vision for the world.

Some, however, were just rough plans. In the end, Churchill and Roosevelt managed to agree on a rough vision for the post-war world, which they articulated in an 8-point plan. But the Charter set down principles which had real impact.

Before we can understand this document, however, we need a little background. In 1939, the U.S. reduced its neutrality by stating that nations at war could buy raw materials from the U.S. if they paid cash and picked them up themselves. But for the past seven decades, the United States and its Western partners have lived in an Atlantic Charter world.Now the question is whether those open world principles will survive the dramatic geopolitical transformations today—or whether we will need, instead, a Pacific Charter for an Asian Century. Together, they agreed that preventing another war on this scale required a massive system of international cooperation.
